COMPETITION COMMISSION INVITES EVIDENCE ON
THE SUPPLY OF MILK IN SCOTLAND
John Bridgeman, Director General of Fair Trading,
has asked the Competition Commission to inquire into the supply
of fresh processed milk to middle ground retailers in Scotland.
The Commission has been asked, among other things, to investigate
and report whether a monopoly situation exists in this sector
and whether what the Commission discovers in any such monopoly
situation operates, or may be expected to operate, against
the public interest.
The Commission would welcome any views from
interested parties, in writing, by 6 March 2000. To submit
evidence or obtain a copy of the full terms of reference, please

Denise Kingsmill, a Deputy Chairman of the
Commission, is to chair the group of Commission members conducting
the inquiry. The other members are Professor Martin Cave, Anthony
Clothier and Peter Mackay.
The Commission has been given until 2 November
2000 to report to the Secretary of State for Trade and Industry.
The report will be published later.

- This reference was made by the Director General of Fair
Trading, under sections 9(1), 10(3), 10(4), 47(1), 49(1)
and 50(1) of the Fair Trading Act 1973, on 3 February 2000

- Middle ground retailers are defined in the
terms of reference as being retailers other than the major
supermarkets and their subsidiaries (ASDA, M&S, Safeway,
Sainsburys, Somerfield and Tesco) and other than retailers
whose sole business is the delivery of fresh processed milk
to households.
